The refresh didn't work, or you have disabled it? This user intended to redirect you to http://tor-relay.thruhere.net which is the user's personal page with more frequently updated content and stuff. This user would love to be able to redirect you properly https://secure.wikimedia.org/wikipedia/en/wiki/Meta_refresh but for that to happen this user would have to have 'elevated privileges' on his ISP's server.
